About Shahin Islam

Shahin Islam is a retired officer of the Bangladesh Civil Service (1984 batch) with the rank of Additional Secretary.  

She has always been very interested to contributing to the development of the underprivileged and creating opportunities for their betterment, contribute to reducing extreme poverty, boosting shared prosperity globally and helping to attain the SDG 2030 goals.

SERVICE BRIEF:

She held the post of Director General of the National Institute of Mass Communication, Ministry of Information & Broadcasting, Govt. of Bangladesh from April 2019 to February 2023. Her responsibility was to enhance the skills of mass media personnel, in both the private & the government sector, with the aim of developing the media sector to promote transparency & good governance, create social awareness, and help improve the knowledge base of the society. 

The individual worked in various departments of Economic Relations Division (ERD) of the Ministry of Finance from January 2011 to March 2019. She held the position of ‘Wing Chief’ of the Europe Wing and the Coordination & Nordic Wing. 

Additionally, she also worked in the World Bank Wing and the Foreign Aid Budget, and Accounts Wing (FABA).

From January 1986 to 2010, she worked in various capacities in the News Department of Bangladesh Betar (the national radio), under the Ministry of Information & Broadcasting. 

ACADEMIC QUALIFICATIONS:

She obtained a master’s degree & a bachelor’s degree with honors in Economics from the University of Dhaka.

She gained ‘NDC’ suffix after successfully completing the prestigious National Defence Training Course at the National Defence College of Bangladesh, focusing on strategic issues of security & development.

TRAINING:

She received foreign & national level trainings on: 

Public Administration, Governance, Aid Negotiation, Economic Diplomacy, Project Management & Monitoring System, Public Procurement Management, Cyber Journalism, Mass Media Policy & Practices, Broadcast Management & Program Production.

She is a fellow of Australian Leadership Award on Sector-wide Approach: Public Policy, Financial Management & Donor Relations.

She was the Champion in Chess, Badminton, Table Tennis, Sprint, High Jump, Broad Jump, and Javelin & Discus Throw at school, college, university, and at the Bangladesh Public Administration Training Center.

Hobbies: Traveling, Movies, Reading, Cooking & Gardening. 

Travels:   She has traveled extensively both domestically and internationally. Places visited include almost all the districts of Bangladesh & about 30 countries across 5 continents.
